Interpretation of EU CE Standards for Lifting Beams: EN ISO 12100:2010 vs EN 13155

EN ISO 12100:2010 is a Type A basic harmonised standard for machinery safety. It focuses on the methodology of risk assessment and risk reduction, and does not specify product strength, material or test parameters. The standard defines a complete set of safety assessment logic to identify potential hazards during lifting operations. Risk mitigation shall follow the three-tier principle: inherently safe design → protective measures → warning information. It serves as the basis for drafting the risk assessment report within the CE technical file package and applies to all machinery products.

EN 13155 is a Type C product-specific standard, specially developed for non-fixed removable lifting accessories for cranes, including lifting beams, plate clamps, C-hooks and so on. It specifies mandatory technical requirements covering material selection, welding, non-destructive testing, structural strength, stability, proof load test, nameplate marking and operation manuals. In case of conflicting clauses between the two standards, EN 13155 shall prevail.

Key Engineering Application Notes

For lifting beams exported to the EU with CE marking: The design, fabrication and load testing of the lifting beam itself shall comply with EN 13155. Risk assessment for the complete lifting system (including matching Grade T8 2130 shackles complying with EN 13889) shall be performed in accordance with EN ISO 12100:2010, and the assessment report shall be included in the CE technical file package.

Reminder: Completion of EN 13155 product testing alone without EN ISO 12100 risk assessment documents will result in incomplete CE technical documentation.
